Like others of Olsen’s 1930s water treatment plants, the facility in Rocky Mount was a project of the Federal Emergency Administration of Public Works. It displays the blend of Art Deco and stripped classicism seen in many such projects. The complex includes an imposing brick office building, a pumping facility, and concrete tanks.
